Project Overview

 

National Cyclone Risk Mitigation Project (NCRMP) is drawn up by Ministry of Home Affairs, Government of India to be implemented in 13 cyclone prone coastal States/UTs with World Bank assistance. NCRMP is a centrally sponsored scheme. It is funded by The World Bank as an adjustable programme loan with an IDA credit.
Karnataka has been identified to be included in phase II , the project will be implemented in three coastal districts of Karnataka; Uttara Kannada, Udupi and Dakshina Kannada.
The main objective of the project is to minimize risk and vulnerabilities to cyclones through structural mitigation measures. Structural mitigation taken up by Karnataka through NCRMP is as follows:
Development of last mile Early Warning and Dissemination System.
To construct Multipurpose Cyclone Shelters within 0-5 kms of the coastline as disaster resistant infrastructure.
To construct and improve evacuation/link/fishery roads to facilitate faster evacuation and enable easy access to emergency shelter.
Raising and strengthening of saline embankments to protect life and agricultural property from storm surge and saline ingress.
NCRMP has five principal components as mentioned below. Karnataka is funded for Component B and E by World Bank. Components A and C will be implemented by NDMA with support from the state.
Component D will be implemented by MHA.


Components : Description
Component A: Development of Early Warning and Dissemination System to tackle existing gap in dissemination of warning to communities.
Component B: Construction of Cyclone Risk Mitigation Infrastructure such as Multi-purpose cyclone shelter, evacuation road, saline embankment, etc.
Component C: Technical Assistance for Cyclone Hazard Risk Mitigation, Capacity Building and Knowledge Creation.
Component D: Project Management and Implementation Support: This component funds operating costs for Project implementation Unit (PIU) and Nodal units in line departments.
